The completed application can be filed with the local registration office or mailed to the address printed on the form. Application for registration can be submitted using a Virginia Voter Registration Application form or a National Voter Registration Application form. Military and other persons residing outside of the United States should contact the Federal Voting Assistance Program for registration information.

To be eligible to register to vote in Virginia a person must:

  • Be a resident of Virginia (A person who has come to Virginia for temporary purposes and intends to return to another state is not considered a resident for voting purposes)
  • Be a U. S. Citizen
  • Be 18 years old (Any person who is 17 years old and will be eighteen years of age at the next general election shall be permitted to register in advance and also vote in any intervening primary or special election)
  • Not be registered and plan to vote in another state
  • Not currently declared mentally incompetent by a court of law
  • If convicted of a felony, your right to vote must have been restored

Voting By Absentee Ballot in Virginia

Absentee Voting

  • Absentee voting provides a means for qualified voters to participate in upcoming elections even though they may not be able to go to the polls on election day. Absentee voting in person begins at least 45 days before most elections and ends for in-person absentee voters on the Saturday before the election

MILITARY AND OVERSEAS VOTERS

  • If you are a legal Virginia resident, but are not yet registered to vote, or need to change your voter registration, you may use the Federal Post Card Application (FPCA) to register to vote and apply for your absentee ballot both at the same time. After you complete the FPCA, sign it and then you may either mail it to your local voter registration office, fax it to the local voter registration office, or scan it and send it by e-mail as an attachment. Who May Vote Absentee?

  • Any person who, in the regular and orderly course of his business, profession, or occupation or while on personal business or vacation, will be absent from the county or city in which he is entitled to vote;
  • Any person who is (i) a member of a uniformed service of the United States, as defined in 42 U.S.C. § 1973ff-6(7), on active duty, or (ii) a member of the merchant marine of the United States, or (iii) who temporarily resides outside of the United States, or (iv) the spouse or dependent residing with any person listed in (i), (ii), or (iii), and who will be absent on the day of the election from the county or city in which he is entitled to vote.   • Any student attending a school or institution of learning, or his spouse, who will be absent on the day of election from the county or city in which he is entitled to vote;
  • Any person who is unable to go in person to the polls on the day of election because of a disability, illness or pregnancy ;
  • Any person who is confined while awaiting trial or for having been convicted of a misdemeanor, provided that the trial or release date is scheduled on or after the third day preceding the election. Any person who is awaiting trial and is a resident of the county or city where he is confined shall, on his request, be taken to the polls to vote on election day if his trial date is postponed and he did not have an opportunity to vote absentee;
  • Any person who is a member of an electoral board, registrar, officer of election, or custodian of voting equipment;
  • Any person serving as a designated representative of a political party, independent candidate or candidate in a political party;

Casting In-Person Absentee Ballot:

  • Call your General Registrar's office for location or locations of In Person Absentee voting sites.
  • An absentee application must be completed before casting a ballot.
  • Acceptable voter identification must be provided.
  • If all of the above is completed, you will then be allowed to cast an absentee ballot.

    College Student Voting In Virginia

    Students can establish residency in Virginia if they have a present intent to remain at their Virginia school address for the time being, and they intend to make it their principal home.College students do not need specific intent to stay in their college jurisdiction beyond graduation in order to establish voting residency.In addition, residency in Virginia must be broadly construed to provide the greatest opportunity to register and to vote.

    Students who lived in Virginia before moving elsewhere to attend school, and who wish to establish or keep their Virginia voting residency, should have no problem doing so unless they have already registered to vote in another state. Like all states, Virginia allows students to keep their voting residency even if they move out of the district to attend school, and the only way you will lose this residency is by establishing residency in a new state. Registering to vote in another state may automatically be considered an abandonment of your Virginia residency.

    Under federal law, if you move within 30 days of a presidential election, you are allowed to vote for Preside`nt and Vice President in your former state of residence, either in person or by absentee ballot.

    If you moved to Virginia from another state, you must register to vote in Virginia to be able to vote. The last day to register in time to vote in the next primary or general election is twenty-two days before the election. If you moved from out of state, you do not have to be a Virginia resident for a certain period of time before registering to vote.

    If you moved to a new address that is covered by the same polling place as your old address, you should fill out a change of address form to vote at that polling place on Election Day.

    If you moved to a new address in a different polling place within the same county or city and congressional district, you can vote at the polling place associated with your old address you can vote at the polling place associated with your old address through the November general election following your move.

    If you moved to a new address in a different county or city in the state, you can vote at the polling place associated with your old address through the November general election following your move.
