      Voting by Absentee Ballot in Kentucky

      Civilian Absentee Voting by Mail

      • Kentucky registered voters may vote at the precinct on election day or, if eligible, may cast an absentee ballot by mail or in the county clerk's office prior to election day. Kentucky law does not provide for early voting or unexcused absentee voting. Absentee ballots can only be obtained by contacting the County Clerk's office.

      Who is qualified to vote an absentee ballot?

      • To be qualified to vote by mail-in absentee ballot, you must be:
      • Advanced in age, Disabled, or Ill;
      • Military personnel, their Dependents, or Overseas Citizens;
      • A student who temporarily resides outside the county;
      • A voter who temporarily resides outside of Kentucky and who maintains eligibility to vote in Kentucky, such as a vacationer;
      • Incarcerated, but not yet convicted of a crime; or
      • Employed outside of the county all hours the polling place is open

      Military-Overseas Citizens Absentee Voting

      • Military personnel and civilians who are temporarily or permanently overseas, military personnel who are stationed in the U.S. away from their hometown, and their spouses and dependents, are eligible to vote in Kentucky by absentee ballot under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and Kentucky state law. The State Board of Elections partnered with the Overseas Vote Foundation to create a voter registration and absentee ballot request online wizard to make it easier for all Kentucky voters in the military, their dependents, and overseas citizens to vote in elections.

      College Student Voting In Kentucky

      You can establish voting residency in Kentucky if you have a present intention to remain at your Kentucky school address for the time being, and if you intend to make it your principal home, though you need not intend to make this address your home permanently or indefinitely.

      Like most states, Kentucky allows you to keep your voting residency (for example, at your parents'address) even if you attend school outside of the state, so long as you do not intend to stay at your school address permanently or indefinitely. Be aware, however, that voting in another state will be considered an abandonment of your Kentucky residency.

      Mover's Guide: Kentucky

      Under federal law, if you move within 30 days of a presidential election, you are allowed to vote for President and Vice President in your former state of residence, either in person or by absentee ballot.

      If you moved to Kentucky from another state, you must register to vote in Kentucky to be able to vote.The last day to register in time to vote in the next election is the fourth Tuesday before Election Day.

      If you moved to a new address that is covered by the same polling place as your old address, you are allowed to vote at that polling place after confirming your change of address at the polling place. This is true regardless of how close to the election you moved.

      If you moved to a new address within the same county but with a different polling place, you are entitled to vote at your new polling place after updating the voting records, confirming identity, and signing a written affidavit.

      If you moved to a new address in a different county before the registration deadline, you must register to vote at your new address. If you do not register at your new address, you are not eligible to vote in either your old or new county. If you moved to a new address that is in a different county after the registration deadline and before the election, you can vote at the polling place associated with your old address.
