Who Can Register To Vote in Minnesota?

Under federal law, if you move within 30 days of a presidential election, you are allowed to vote for President and Vice President in your former state of residence, either in person or by absentee ballot.

Before you can vote, you must register. In Minnesota, you may register at least 20 days before Election Day or on Election Day at your polling place. Your registration remains current until you move, change your name, or do not vote for four consecutive years. You may update your registration information by completing another Voter Registration Application.

You are eligible to vote in the state of Minnesota if you:

  • will be at least 18-years-old on Election Day
  • are a citizen of the United States
  • will have resided in Minnesota for 20 days immediately preceding Election Day
  • have any felony conviction record discharged, expired, or completed
  • are not under court-ordered guardianship where a court has revoked your voting rights
  • have not been ruled legally incompetent by a court of law

Registering on Election Day

  • If you are not registered to vote or need to update your registration information, you may do so at your local polling location on Election Day as long as you can provide proof of residence.

Voting for Students

  • You can only vote from the address where you "reside." Your residence is the place you consider your home, from which you have no current intent to move. As a college student, if you consider your campus residence as your home, you may vote at that address. If you consider your parents' residence, or some other address as your home, you must vote from that address. You can only vote from one address in each election.

Voting by Absentee Ballot In Minnesota

Who Can Vote Absentee?

  • In Minnesota, citizens are allowed to vote absentee for the following reasons:
  • Absence from your precinct
  • Illness or disability
  • Serving as an election judge in another precinct
  • Religious discipline or observance of religious holiday
  • Eligible emergency declared by the governor or quarantine declared by the federal or state government

General Absentee Information

  • There are two ways to vote by absentee ballot: in person and by mail.

In Person Absentee Voting

  • You may cast an absentee ballot in person, at your county auditor's office and in some cases your city or township clerk's office, starting 46 days prior to Election Day. This option is available on weekdays during business hours. In addition, the county auditor's office must be open for absentee balloting from 10 a.m. to 3 p.m. on the Saturday before the election and until 5 p.m. on the day before the election. Contact your county auditor for more information (find contact information using the Election Official Directory), or check to see if you live in one of the Municipalities Administering Absentee Balloting.

Absentee Voting by Mail

  • In order to vote absentee by mail, you need to complete an Absentee Ballot Application and submit it to your local election official by mail, fax, or email (print off the application, sign it, scan it, and attach to an email as a .pdf). Find contact information for your county elections official using the Election Official Directory. Your ballot will be sent to you when it is ready - at least 46 days prior to the election if you applied for an absentee ballot in advance. If you apply for an absentee ballot within 46 days of the election, your ballot will arrive within a day or two of your application being received.

Military/Overseas Voting

  • Military personnel and civilians who are temporarily or indefinitely overseas, military personnel who are stationed in the U.S. but away from their hometown, and their spouses and dependents, are eligible to vote in Minnesota by absentee ballot under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and Minnesota state law.

College Student Voting In Minnesota

Students can establish residency in Minnesota if they have a present intention to remain at their Minnesota school address for the time being, and they intend to make it their principal home.

Students who lived in Minnesota prior to attending school and who wish to establish or keep their Minnesota voting residency,should have no problem doing so unless they have already registered to vote in another state. Like all states, Minnesota allows students to keep their voting residency even if they temporarily move out of the county or state to attend school.

If you moved to Minnesota from another state, you must register to vote in Minnesota to be able to vote. You may register at the polls on Election Day if you take an oath and provide proof of residence. If you do not register on the day of the election or vote by absentee ballot, the last day to register in time to vote in the next election is twenty-one days before the election.

If you moved to a new address within the state, you should complete a new registration form to update your registration records. Minnesota allows voters to register to vote on Election Day.

You can update your registration and vote at your new polling place on Election Day by completing a registration application, making an oath, and providing proof of residence.
